Todd A. Thorne is a nationally recognized forensic consultant, criminalist, educator, and expert witness with more than 40 years of experience in criminalistics, crime scene investigation, forensic evidence analysis, and expert testimony. Throughout his distinguished career, he has assisted law enforcement agencies, attorneys, governmental organizations, and investigative professionals by providing objective forensic analysis and scientifically supported conclusions in complex criminal and civil cases.

BIOGRAPHY

Todd served the City of Kenosha Police Department for nearly 32 years as the Criminalist and Forensic Unit Coordinator, where he directed and participated in the processing, documentation, and reconstruction of hundreds of crime scenes. During his law enforcement career, he developed extensive expertise in bloodstain pattern analysis, shooting incident reconstruction, crime scene reconstruction, forensic photography, evidence processing techniques, and latent fingerprint and palmprint examination.

In 2003, while continuing his full-time career with the Kenosha Police Department, Todd founded Todd A. Thorne & Associates Forensic Consultants and Photographic Services, S-Corp. What began as a private consulting and forensic education practice has grown into a respected forensic consulting firm serving attorneys, law enforcement agencies, governmental organizations, insurance professionals, and investigative teams throughout the United States and internationally. Today, he continues to provide independent forensic consulting, expert witness services, technical case review, and professional education through the firm.

In addition to his investigative work, Todd has authored numerous published articles and professional photographs within the forensic science community, reflecting his commitment to advancing the profession through research, education, and practical application.

A passionate educator, Todd is a certified instructor in Wisconsin, Illinois, and Missouri and has instructed thousands of law enforcement officers, forensic professionals, attorneys, and students throughout the United States and internationally. He has served on the instructional staff of the Nebraska Institute of Forensic Science, worked as an adjunct instructor in forensic science for several colleges, and served on Wisconsin's Domestic Violence and Sexual Assault Evidence Training Team, helping educate investigators in the recognition, documentation, and preservation of forensic evidence.

Todd currently serves on the instructional staff of The Death Investigation Training Academy and previously served as a Deputy Medical Examiner for Racine County, Wisconsin (2023–2025). He also served with the U.S. Department of Homeland Security as a member of the DMORT V Disaster Response Unit, providing forensic support during disaster response operations.

His commitment to the forensic profession extends well beyond casework. Todd has held numerous leadership positions within respected professional organizations. He served as President, Immediate Past President, Region III Vice President, Ethics Committee Chair, and Associate Editor for the International Association of Bloodstain Pattern Analysts (IABPA). He also served as President, Chairman of the Board, and committee chair for the Wisconsin Association for Identification (WAI). In addition, Todd served on the consulting committee for the American Investigative Society of Cold Cases, is a member of the International Crime Scene Investigators Association (ICSIA), and previously served as Secretary of the Kenosha Professional Police Association.

For more than two decades, Todd has balanced private forensic consulting with public service, allowing him to bring both practical investigative experience and independent scientific analysis to every case. He has been retained on matters involving crime scene reconstruction, shooting incident reconstruction, bloodstain pattern analysis, forensic photography, and criminalistics consulting, and is regularly called upon to provide expert witness testimony, technical consultation, case review, research, and forensic training because of his reputation for objectivity, scientific integrity, and meticulous attention to detail.

Todd believes the role of a forensic consultant is not to advocate for a particular outcome but to objectively evaluate the physical evidence, apply accepted scientific methodology, and communicate defensible conclusions with honesty, clarity, and professionalism. This commitment to evidence-based forensic analysis has earned him the trust of attorneys, law enforcement agencies, governmental organizations, and investigative professionals throughout his career.

Outside of his professional work, Todd enjoys spending time with his family, participating in church activities, horseback riding, camping, and photography. He and his wife are proud parents of five children and grandparents to eleven grandchildren.
